The Supervisor called the meeting to order.

APPROVE MINUTES of Previous Meeting
Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on March19, 2026, were distributed to Board Members for their review.

TOWN BUILDING, GROUNDS & EQUIPMENT:

COMMUNICATIONS & CORRESPONDENCE
Peoria County Emergency Management Health Department, Jason Marks, Director called asking if we would be interested in having a public communication meeting to let people know how the warning sirens work, locations, activations, who is responsible for activating sirens, how they are maintained, etc. Sirens may also have a voice message telling people to shelter in place. The Board expressed doubts that many people would come.
Received TOIRMA dividends of approximately $1571 for Roads and $674 for Town.
The bond for company doing the solar farm on Herst Lane has not been received yet.
TOWN BUSINESS – Supervisor:
Rhonda Hodges talked to Redmond Group. There are several outstanding checks, one for Pat and two for Alice. Russ stated that checks need to be cashed within 30 days.
CLERK BUSINESS: Nothing
ROAD BUSINESS – Highway Commissioner:
Dennis explained that it is the start of our season now. He expressed surprise that there aren’t more potholes than there are. The edges of the roads get broken up and need to be fixed. He contacted Blunier and he marked them for patching. There was more water damage than we expected. S. Lafayette started overflowing due to heavy rains.
TRUSTEES / Information / Business:
Dwayne asked about the power plant. Russ said they are still waiting for permits from the EPA battery system and if they have to haul ash out or seal it in place. Still planning to have a battery system there but they’re wanting a solar plant there which was not in the original plans. EPA has not given permission to do that.
Dwayne asked if any of the solar farms are online yet. Russ said two of them are.
ASSESSOR’S OFFICE / Information / Business:
2026 equalization factor is 1.05%. The health dept. wanted to know about vulnerable populations and would we be able to identify them. Russ explained that the fire dept has a lot of flags for EMS and they know before they get there that there is oxygen in use. They also get letters from doctors from people that are handicapped and if they are on kidney dialysis at home, usually we get notification, but not for everything. He said he couldn’t divulge that information anyway. Alice said something has come down from D.C. asking for the information.

NEW BUSINESS:
Discuss and act on Beal Landscaping Proposal
Proposal is for the main entry into the building, short of the corners and Matt said it would look odd if you didn’t go corner to corner. They will be using plants that are a lot easier to take care of. It includes a brick edging for $3208. The other option would be mulch to come out to a stopping point. He didn’t give us an option to take the brick away. The brick edging has been there for about 40 years. There will be a fabric with a lot of preemergent to help control the weeds. Dwayne asked about the color of the mulch and Russ said he assumes it will be cedar, dark brown. He and Denny discussed the southside up to the door, clean it up and cover it with mulch but we’ll do that ourselves. We want something that is maintenance free.
