HOLLIS TOWNSHIP REGULAR BOARD MEETING

MINUTES

The Clerk announced the Pledge of Allegiance to the Flag @ 7:00 pm.

The Supervisor called the meeting to order.

Board Members Present for Roll Call:

Corrections or Additions to Agenda: Additions to the agenda may be discussed; however, if action is needed by the Board, such action must be taken at another meeting when the topic is posted on the agenda 48 hours prior to the meeting.


APPROVE MINUTES of Previous Meeting

  1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on November 20, 2025, were distributed to Board Members for their review.

  2. MOTION to accept the Minutes as presented made by Maurice Super; second by Rhonda Robbins.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line-Item Transfers:

  1. MOTION to accept payment for all Town Fund Invoices as presented to the Board on the Disbursement Summary December 18, 2025, in the amount of $12,120.19

  1. MOTION to accept payment for all General Road Fund Invoices as presented to the Board on the Disbursement Summary December 18, 2025, in the amount of $30,441.28 plus additional invoices for a towing bill and a snowplow for the one ton for $6,625.34 for a total bill for $37,066.43

VISITORS ADDRESSING THE BOARD:

Bill Gerdes – Hollis Park rec center has agreed to work with us having a coffee gathering on Friday or Saturday morning if we want to do it. We could try Fridays at 8 AM at the Park District. This would be at the Township’s expense for the most part. Alice talked to Brendan at the park district and Russ will speak to him as well and get a date set. Alice said Brendan will help with expenses too.


TOWN BUILDING, GROUNDS & EQUIPMENT:
Russ said he salted around the building and bought more, as we were out.

COMMUNICATIONS & CORRESPONDENCE
We have thank you cards from the gift cards we sent out. Denny had a meeting with JULIE about new requirements of 72 hours notice instead of 48 hours. Even if all the markings are there, we can’t start work until they are there.

TOWN BUSINESS – Supervisor

Russ said the new locks are in and he took locks off a couple of doors that aren’t’ used much. He’ll get keys to the exterior doors for everyone.

CLERK BUSINESS: 
Clerk explained that her computer will no longer charge and is fifteen years old so probably needs replaced.

ROAD BUSINESS – Highway Commissioner:
Denny said that with all the snow they used about 175 tons of salt and he was getting a little worried that we were getting low, but they refilled it with more than he had ordered. Denny advised everyone that if you hit a bad chuck hole and it blows a tire or causes damage to your car you need to call the police or sheriff to make a report, otherwise, you won’t get reimbursed.

 

He is thinking about putting washing station inside the farthest building, but if it works out, we could put a heater in there to get the trucks clean. There is a drain system there. He would have to put up tarps to protect the aluminum from the salt.

Maurice asked about repairing the old truck. It might be worth $30-40K to have it repaired. Denny said the push rods went down into the cylinders. Mike Hess thinks it can be fixed.

TAX ASSESSOR’S OFFICE / Information / Business:
Seniors age 65 that haven't filed for a senior exemption need to make sure they file next year (2026) which will give them an additional $5000 senior citizen exemption.

The new senior freeze exemption for 2026 is $75,000. Alice explained that they must be 65 and everybody that lives in the residence with income (household income) must be included to claim the senior freeze exemption of $75,000. You have to file every year because your income could change up or down. 2027 amount will be $77,000 and 2028 will be $79,000.

Illini Bluffs school raised their levy and there is nothing the assessor can do except have the residents send a complaint to the superintendent of IBS.

The township will put the 2026 senior freeze eligibility of $75,000 on the website.

 

OLD UNFINISHED BUSINESS:

NEW BUSINESS:

Discuss and act on new laptop for Township Clerk. Laptop is 15 years old and battery will no longer charge. A new laptop should run somewhere in the $1500 range.

Discuss and act on Adding/Removing names on bank account and safe deposit box. Bartonville Bank still had Bill Gerdes and Diane Peacock as signatories. This will be changed to Russ Zeine and Dennis Beckman.

Ayes – 4 Nay – 0 Abstained - 1

Discuss and Vote on Road District Ordinance #25-08 All utilities shall be installed no less than 30” at the lowest point of R.O.W. whether on roadside drainage ditch or road surface.
